At Bullets' suggestion I throwing together a server configuration utilizing Antistasi using RHS forces. I'll fire up the server with with what I've got so far. I haven't had a chance to test it, tho. Let me know if it's not working.
Yeah, there's some issues with the mods and mod dependencies.
1. Vindicta's still on there- think digging its BIkeys outta the addons folder will clear it from showing up on the recommended mods page? I dunno but it's worth a shot.
2. At least two of the dependencies are busted. CUP Terrains- Maps is allowed on the server, but it depends on CUP Terrains- Core, which is disallowed on server. Likewise, DUI Squad Radar is allowed but it depends on CBA_A3, which is similarly disallowed. I don't have a strong opinion on CBA_A3 and DUI Squad Radar, so if we keep or toss those makes no difference to me. It's fine to have but nobody's hurting without it, IMO. Likewise, CUP Terrains and Core, if we're running a map that needs those then obviously neither can be disallowed, but if we're just running a base game map then we can huck 'em out.
3. Assuming we're not doing Tembelan again, we can probably chuck that one, too.

Scrolling down on the mod page there does appear to be some fiddly setup involved on your part.
That's all I noticed thus far, chief. I'll let you know if I see anything else.

I can clean up the mod dependencies. I think you're right, I just need to delete and/or update bikeys as necessary for most of them. More importantly, did the server start up with Antistasi on Tanoa with RHS enabled? If not, I want to focus on getting that right first.
Almost forgot. I have played around with Advanced Urban Rappelling offline and I like it a lot. You're right, it's a bit fiddly to get set up and I vaguely remember reading something about conflicts with other mods. I'll take another look at it again in a while.
Side note: My wife and I are getting ready to head south for the winter so I'll be a bit distracted for the next couple of weeks.
It wasn't running a map when I looked at it, IIRC- I'll check it out tonight and shoot you an email.

I corrected an issue with the command line that prevented the right map from starting up. Let me know if it's working now.
Still ain't running a map or gamemode by default, so if it's supposed to, then no- it's still busted.
I had several tweaks to make. It seems to be working at this time. At least I can join the server just fine. Even as admin, though, I couldn't tweak any of the exposed parameters. Not sure why, although I suspect that our default list is getting pretty dated after all of the updates to Antistasi.
I decided that it would be a Bad Idea (tm) for a relative newb with the current Antistasi configuration to mess with it in game. I would appreciate someone with more experience jumping on as Commander and checking it out. (Bullets? Dark?)
Let me know if there are any major issues.
I'll take a look at it but to my recollection the only people who's successfully fiddled with the parameters this way are DR and Raptor.

Welp, I see one- this's Barbolani's, chief, not Community. Those parameters can't be tweaked because they don't exist in this version.
Hoo boy... I mean nobody's perfect and everybody makes mistakes, I get that, but that is one big ol' dook in the punch bowl, Cap'n.

Since we only just started the campaign like a couple days ago, I'd be fine with wiping it and starting fresh on the newest version. (I manually added Garands and ambushed* like two or three gendarme patrols, but that's like 20 minutes of effort. No big deal. Not even a tiny deal.)

I'm up for updating and restarting but I must admit to being super busy for the next couple of days. Lots of last minute chores and packing to do tonight and tomorrow before we hit the road. I'll try to get to it tonight. If I don't, the next time that I can won't be until Sunday at the earliest.
Antistasi is updated. However, I couldn't figure out how to get it to reset. Even logged in as admin I couldn't get it to let me set Persistent Save to No, which needs to be done once to flush the old database.
The other option is to stop the server, manually delete the database, and restart the server. However, I couldn't find the database. :( It's probably some place really obvious that I'm just too tired to figure out. (Getting up in years sucks!)
I'd say, try playing it as is. If it runs fine no harm no foul, right? If it gets borked, maybe Dark or Raptor know where the database is stored.
I poked at it a bit. Says 2.5.3. and seems to be working fine.
Couple small things I've noticed:
Some of the roadblocks have moved slightly. (Yes, we've played this so much that I have a lot of roadblock locations memorized.)
The dogs that spawn with foot patrols and sometimes roadblocks now come in multiple colors. The tawny we all know, but now also black and white, and brown and white. This is perhaps the least significant change ever but I was unreasonably excited to see it- and then shoot them.
